TRANSPARENCY & STATUTORY INTEGRITY

Governance & Administrative Structure

Committed to democratic stewardship, volunteer governance, and uncompromising financial transparency under the statutory framework of the French Association Law of 1901.

CIVIC LEADERSHIP

Democratic Decision-Making and Accountability

LE CINQ COTE JARDIN is governed strictly under democratic, volunteer-led principles. As a registered non-profit organization (Association loi 1901), our operational sovereignty rests entirely with the General Assembly of members. Every individual who participates in our civic programs or contributes voluntary hours holds equal voting rights during statutory assemblies, ensuring that leadership priorities reflect the true public interest of our regional community.

Our governance structure is intentionally designed to prevent conflicts of interest and preclude commercial concentration. No member of the Executive Board or administrative committee receives salaries, dividends, attendance stipends, or financial bonuses for their governance duties. Their commitment is completely disinterested and motivated solely by civic devotion to cultural enrichment and vocational education.

All membership fees and dues are fully reinvested in the association's public interest missions.

Auditing Procedures & Budgetary Allocation

Transparency is the cornerstone of public trust. Our non-profit accounts undergo rigorous internal verification and independent statutory inspection every fiscal year. Before presentation at the Annual General Assembly, all receipts, grant disbursement vouchers, bank reconciliations, and expense registers are audited by an independent supervisory committee composed of civic members.

Our operating budget is rigorously compartmentalized to ensure that administrative overhead remains below 7% of total expenditures. The overwhelming majority of financial resources directly funds stagecraft toolkits, audio-visual technical equipment, visiting masterclass instructors, and non-commercial venue rentals.
